do sororities accept more than 2 juniors during ru

i heard that sororities rarely ever accept juniors...
1) why is that and
2) would it be better just to rush at my current school and reaffliate when/(if i get in lol) transfer to USC

1. Because they want your money and you for four years, not two.
2. You can try but there's no guarantee they'll accept you at USC.
