junior quota

A friend in a top house told me that this year they had a quota of 10 juniors given to them by panhellenic, so they let in about 8 juniors into the pledge class. I'm wondering, is this the same for all houses? People on this site keep saying its almost impossible to get a bid as a junior, but if all houses have quotas isn't that like 100 juniors guaranteed a bid?

It is impossible as a junior. My bet is that the 10 is to be spread across all houses. Not good odds but maybe worth a shot if you are a risk taker.
