move a phi to upper tier below theta and move agd to middle above g phi

A Phi is middle tier. The girls who ran there didn't seem happy at all. ADG did well, but not as good as DG.

Pi Phi has a good pc and there is no denying it. The reality is that girls chose to run to Pi Phi and Kappa over DG and Theta this year. Better luck next time.
