So which sororities didn't meet quota? Will they be doing COB?

Whether the sororities met quota or not doesn't determine who does COR. Every year after recruitment, total is set at the median house size (with 10 houses, this will be the average of the 4th and 5th largest houses). All houses under total will have the option of doing COR, so fully half of the sororities on the row will be able to do COR. Sororities may choose not to (especially if they are close to total), or sororities may choose to do a "quiet" COR where they only invite close friends of current actives to join, rather than advertising their COR events more publicly.

I heard Gamma Phi, Axo and Agd. unsure of which houses above tri delt and adpi were under quota (for bid day)

All the houses were under quota except DG and Kappa and had to give a ton of snap bids

Houses can give snap bids (most do) in order to reach house total, meaning that assuming a lot don't drop they won't have to do COB/COR. All houses reached total except AXO and AGD.

As I said earlier in this thread, total is reset every year after rush to the median chapter size, meaning that at any given time, at least half of the houses on the row are under total, and all houses under total have the option of pursuing COR. You may be thinking of quota, which is the number of new members a house is allowed to take through formal recruitment.

No they cannot. They can only give snap bids to quota, not total.

Quota = The target number of PNMs for pledge class.
Total = The target size of the sorority as a whole.

Snap bids are done before bid day even begins.
