transferring in?

Considering transferring, currently a freshman at a different university. My current frat sucks at USC. If I drop my letters would I be unable to join any fraternity at usc? Could I even rush as a sophomore?

If you were initiated into a frat (which you probably have been, since we're now into April, you cannot join another frat.
