how can sororities be dirty rushing when rush didn't start yet?

dirty rushing can be meeting with friends of members before recruitment as well and promising them bids or whatever. It doesn't just happen during rush. The rule from panhel is that each individual chapter can't recruit for itself from may-end of rush which means they have to promote recruitment to ubc sororities during this period. That's why you'll see the language on all of the chapter's PR's, pro panhel and join ubc sororities not like join xyz chapter.
