Basically yes it’s decided by the girls. If they don’t want you they’ll drop you. Because so many more people want “top houses” they will have the pick of who they want. For the “bottom houses” they don’t get their pick because less people choose them. The middle will get a mix of people they want and didn’t want. By preference they know they want you and are trying to convince you to join
