If you have friends in a chapter and are going through recruitment, could you ask your friends to get you a bid from their chapter? How does it work? I have read about dirty rushing on this website

No you cannot ask them for a bid, however they can fill out a form of recommendation that will be taken into consideration based on how well recruitment goes with you.
