Is it mainly in the hands of the recruitment chair whether you get in a sorority

I dont think completely but they do have a strong say. If you have been blacklisted prior or have had an issue with a girl in the sorority you won't be asked back simple as that.

In September I feel like recruitment chairs will have a lot more say because they’ll be more involved in the COB process if their chapter were to do COB. That being said, I highly doubt formal recruitment will be a thing this year due to most classes being online:/
