Hard to say. With the exception of Kappa, no chapter had a good overall PC this past year. Less girls are going through recruitment so quality is going down. There's been bad press about the Greek system. New IFC rules will make Greek life less attractive. And people might not want to expose themselves to meeting so many people with everything that is happening in the world right now. And "best" is relative. To some a PC might look bad but for that chapter they might be the greatest fit of girls. It's all relative.

When adpi and gphi do well, kappa and dg do poorly. When kappa and dg do well, adpi and gphi do poorly. This has been the case for at least 4 years. Based off that, it would be adpi and gphi who have the better pcs this fall.
Obviously no evidence that’ll be what happens. It’s just a trend a bunch of people have noticed

funny how gamma phi broke the record for number of recruitment infractions a sorority has ever received and still only had a 3rd place at best pc
