its very hard to explain but it all has to do with quota numbers (if they added another sorority, there would be less girls in all sororities) and who wants to colonize a chapter here. plus, colonizing a chapter is super difficult and that chapter will likely struggle for a while/never be on par with the other chapters after greek life is established as is

also they would have to wait until a new panhell is built to have a chapter room otherwise they would be at an even bigger disadvantage
