It depends on how well the sorority did in fall recruitment; if they have a lot of their new members drop then they need to recruit a lot more in spring recruitment. The ones that do private COB usually only need a few girls while lower tier chapters need bigger spring pledge classes
It's also affected by if they have members graduate in December or go on exchange for second semester

"Lower tier" chapters have opted out of open house and only done private COB events before, and routinely need the same or fewer new girls than "upper tiers". Upper tiers have also done the open house before. It just depends on what the recruitment team wants to do that year, not their standing.
