Why are only three orgs doing winter recruitment?

i think you mean about sororities - it depends on how many numbers you need to reach quota and stuff like that. if a sorority already has enough members they don't do spring rush. some sororities also don't do open spring rush, they do by invitation and you'll have to contact their recruitment chair if you're interested.
