Really the only houses that are "moving up" are houses that were on top in the past and got a slap on the wrists by the university. I'm not a Beta, but their nationals is doing a lot to help them get back on their feet (but then again, they won't be giving bids to guys who party hard until nationals is out of the picture). Phi Psi has been doing really well; they have had pretty solid PC's the past couple years and they know how to party. SigEp bounced back a lot quicker than I expected too. Their nationals isn't helping them recruit like Beta, but that means they can probably be a lot more selective and still get a good-size PC of 20-30 guys.
Houses that are going down would obviously be ones that recently did something to annoy the university. Snu won't be around until 2018 I think, Acacia isn't even allowed to recruit, and there are a bunch of other houses on probation.

It was suspended and if I remember correctly, they weren't able to recruit (at least while the University sorted things out).

Personally I think in terms of lower tier houses Sig Pi is gonna go up since they are one of the few houses not on probation. Not by a lot unless they can get a bigger pledge class this fall. In terms of other houses SigEp is definitely getting numbers back and Farmhouse may have a great recruitment with their new house. At the moment they have apartments so that may put a hamper on recruitment
