rank the houses with the most difficult pledgeship

Only rating the even mildly relevant houses in three tiers.
Difficult: Sig Chi, old beta, old sig ep, SNU (pre probo) dchi, pike
Medium: fiji, phi psi, Delts, SAE (they still pledge even though they're initiated) theta chi, lambda pi kapps
Soft: AGR, kappa sig, new beta, zbt, and all the irrelevant houses
