movements in the lower tiers?

I'm curious what people are thinking of low tier houses lately? Any of them showing potential to start making their way out of low tier if they ride any momentum they have?

I'm talking houses like Phi Delts, AEPi, ZBT, Sig Pi, etc.

AEPi will always be lower tier, pairing with co ops and such.
Phi Delts I haven't heard much about.
I hear Sig Pi guys are creepy.
ZBT always steadily improving, not to the middle yet.

Also, with maybe the exception of ZBT, I would consider all of those houses below even lower tier. Lower tier houses that are actually somewhat relevant would consist of houses like Theta Chi, DU, PIKE, etc.
