what's going to happen to sae?

I don't think this means they will not recruit new members. It just means if they like you and want you to join them, they will give you a bid to be a brother without the lengthy pledgeship per their national policy. I think it will attract a lot of smart guys who prefer to avoid the hardships pledging can bring.
