Dry Houses- Does it matter?

I've heard that some houses on campus are "dry houses"- who are they and does it mean they can't have parties?

Dry houses are fraternities that do not allow drinking in their houses. The best dry house is beta. You are allowed to throw parties but they have to be dry. None of the houses follow this though

It only matters for registered functions but not for any other party the frat wants to host
