Impossible to know for sure until FSCL releases semester reports because there are lots of "top houses" that take girls through COB but don't publicize it because they don't want people to know they can't keep their houses full. Tridelt, Zeta, APhi, DZ etc usually all have a spring PC but they keep it on the DL bc it's bad for their image.

Correct, Kappa has never done COB/spring rush and they didn’t this year either

maybe not but they def weren't the only house -- lots of houses didn't need to do cob to hit quota this year this year. pretty sure phi mu, dg, and kd all didn't do cob either, prolly others as well
