how does the ranking system work?

would like to preface this by saying i don't go to purdue, but my little sister does. the other day day she mentioned she wants to rush next year and hopes to get into a 'top house'. i was confused and asked what that meant -- the nicest house? biggest chapter? etc? she showed me this website and how many posts there are ranking the sororitys based on the tier system. i think i get it, kind of -- the higher ranked sororities have the prettiest/nicest girls that show out to the most functions. is that the only thing that the tiers/rankings are based on? what else is there? how can one chapter move up or down the ranks? is it possible?
just trying to understand the process here lol

She shouldn't be on this website then. She'll rush all houses and end up finding the house for her but honestly if shes interested in socializing philanthropy and IM the following depending on her personality and what she wants out of the greek system is what id recommend in no particular order Aphi Kappa ChiO DZ Theta PiPhi TriDelt DG Zeta
