Just another opinion - this time by a senior who has seen it all!
Rankings in ALPHABETICAL order per row - they can be interchanged within rows
AXO DG THETA
APHI GPHI TRIDELT,
KD KKG PIPHI
Aopi AGD AXID
Anyone not mentioned is irrelevant
All remaining houses can be also interchanged - and ALL HOUSES have wonderful girls no matter what "tier" they are in.

Alpha Phi, Pi Phi, Kappa, Chi O
Theta, DG, Zeta, AXO, DZ, Tridelt
Phi Mu, Axid, AOPi, KD, SK
AGD, Gphi, SDT
We do not need so many tiers. Many of the girls in their tier are interchangeable. Lots of pretty and fun girls in every house. Let's uplift women instead of taking them down.

Alpha Phi and pi phi are before Kappa and Chio
DG is not on a tier alone
DZ is after theta, zeta, and AXO
and you forgot about KD and AXiD
I'd put them on the same tier as SK, AOPi and Phi Mu
