it's difficult to say "who made quota." Even after official bid day, it's hard to tell. Basically every sorority sends COBs (yes, all of them. sometimes it's just one girl, sometimes it's a bunch) which increases their numbers. At the same time, many girls drop out after bid day (can be for a variety of reasons like they didn't fully realize the time commitment or financial aspects, they want to wait until next year, they just did recruitment for the experience, and sometimes they just don't click with the sisters like they thought they would) which decreases their numbers. On top of this current sisters might drop throughout the year (again, for a variety of reasons). No sorority can 100% be certain that they don't have to do spring rush. But some houses are more sure than others that they will most likely do spring rush
