How does phi delt deal with being technically dry? Do they have to do things differently than other fraternities? Seems like it would be kind of difficult

no. "Technically" dry means nothing if there's a giant tarp covering everything up. The fact they get away with their annual white party does confuse me though

It's a national rule, not a university rule. The university thus can't do anything to enforce it (and frankly, probably wouldn't anyway). And it's not like you have Phi Delt national representatives on campus all the time.
