Zeta COB question

For inviting girls to events, Zeta did reach out to a decent amount of girls but they did start their COB process before Panhel really announced COR or had the Zoom. I think Phi Mu had limited spots when they initially were apart of COR so its likely that the COBs could have gone to girls that the members already knew or just whoever signed up first. You could always message their VPs of recruitment though to see if any spots open up.
