Still consider them. They're great guys, you'd meet tons of friends, and they're basically just going to have the same social calendar as Phi Gam now.
But do keep in mind, they are on social probation for at least next year which means that their Nationals will not allow them to have parties, mixers, tailgates, late nights, or pregames. Unless you have a fake ID or good friends in other fraternities to mooch off of, your social scene will be limited.

Chi Phi is definitely one of the better fraternities at UNC currently, good group, well liked by girls. The guys already in it are, and will still be cool. However, under probation you're looking at a lost first year of Greek social events. Which may be worth it for some people, but your pledge class is going to be undoubtedly weaker than normal, and that's the group you will be closest with throughout college.

They're great guys. Girls like them. They party. BUT, super-probation and having an RA living in the house to enforce it is going to be a hard sell against the rest of the top tier. They'll bounce back though.
