Top Tier frats/sororities question

So ive been getting the vibe of top tier sororities and fraternities at rush. Tell me if I’m wrong but I don’t think I am
Top tier sororities: Tri Delt, Chi O, KD, (kinda zeta and kinda adpi)
Top tier fraternities: DKE, Phi Gam, Beta, (kinda Phi delt but they don’t have a house)

I mean Phi Delt was on suspension last year and couldn't initiate any pledges and can't rush this year so that is going to be hard to recover from
