Realistically, they're probably in a bad position for years to come. They've been on and off social probation for the past year and this new investigation is definitely not good for their chapter.
I think SAE is probably the only fraternity who is Top Tier that might be doing Spring Rush this year but I even doubt they'll be doing it. So maybe Kappa Sig, Sigma Chi, or Sigma Nu if they're all doing it too.

There's also the chance that everyone gets kicked out and the national organization restarts from scratch. That's happened here before. It's very hard to come back from and Chi Phi would probably not reach their current status again for a decade.
Of course, this is speculation. For all we know, they'll be cleared and it will be business as usual.

I would be very surprised if SAE or Kappa Sig did spring rush. And I probably wouldn't plan on rushing Chi Phi until their situation is a lot more clear.
