Snap bid vs quota addition

There’s a certain # of PNMs each chapter has to have on bid day who they give bids to (this is based on the number of PNMs who sign pref cards). If they don’t reach that # they give out snap bids. About a week later, panhel runs some stats and comes up w a total CHAPTER quota. If you’re under that quota number, you give out COBs until you reach quota.
