I don't get why you narrowed it down to those two especially when you're asking which of the two is "better" but whatever. Go with what you feel after rush between the two or maybe even broaden your horizons

It depends but I'd say it might not be worth it. You could try to social affiliate with a fraternity and that way you wouldn't have to take orders from sophomores but could still go to social events

Yeah, definitely. If you're a (cool) rushee you'll get invited to a ton of stuff the first week, a lot of which will be parties.

This seems to be sort of a consensus these last couple of years

Good: Phi Delt, Chi Phi, DKE, SAE, Phi Gam, Beta

Alright: Kappa Sig, ATO, Chi Psi, Sigma Chi

The rest are fine just not as reputable
