What makes a fraternity tier?

Why is each house considered that way?

I'll try to set an example:
1.Phi Gam - Great guys, history, nice house
ATO - Strong recent pledge classes
Kappa Sig - Really great group of guys

2.DKE - Large pledge class every fall, alums do most of the work for them
Phi Delt - great house, but a little overrated
Beta - great house, great alums, went on probation in recent years, starting to not recruit as well
SAE - IFC president is from this house, great group of guys, two houses, strong alumni

3. Chi Phi - Do not know much about, but overheard reputation is good
Sigma Chi - went on probation, great history, good spring class, but recent recruiting so-so
Chi Psi - highest GPA for a long time now. The lodge is a good house with a huge yard

4. Pika - okay house, good guys
Sig Ep - do not know much about. Hearing about potential.
Sig Nu - sad they were gone for so long.
Lamda Chi - don't know much about
Zeta Psi - great history
