Junior Frat Fall Rush

Even if you have a bunch of friends in a mid tier frat is it still impossible for a junior to get a bid? what places have given juniors bids?

Kappa Sigma gave a transfer dude named Jordan Johns a bid last fall but that was under special circumstances. I’m pretty sure he payed basketball at Wilmington and therefore couldn’t be in a frat there or something
