Why did phi delt only get 15 pledges

How come phi delt only got 15 pledges? Heard the gave out tons of bids? If they are a top frat how come they only ended up with15 people? Meanwhile sig chi got around 30! BFC rules.... pika, sig nu, sig chi, chi psi all got more than them. Does anyone know why?

They are perpetually on probation. It’s happened so much that it isn’t just hurting their status, but it’s also causing them to have smaller and smaller PCs. No big secret there
