Rise probably sigchi due to huge pledge classes, signu, and maybe kappa sig? (They have been getting large fall and spring classes and throwing a lot more)
There’s a some houses (chi psi, pikapp , sae) that are getting off probation soon that will rise once they can throw down again
Falling probably the houses that didn’t get good classes - zete (8 pledges or something), and the houses that are being investigated/may get put on probation soon

Having a huge pledge class is not a mark of a rising fraternity. ~20 is ideal, meaning the fraternity is selective but people still want to join. High 20's and low 30's means they were bidding all the freshmen who got balled everywhere else.

Zete got like 20 pledges this year and 8 last year so I’d say they’re rising as well
