Is it common for frats to have summer rush events that would give you a better chance of getting a bid?

It is pretty common. Try to get in touch with friends/older guys you know in the fraternities over the summer and see what they're up to. Most of the fraternities will be doing stuff but if you don't go to any of them or don't get invited to any of them, you still have a good shot of getting into the good fraternities if you're cool.

If you know people in fraternities they will usually invite you out to rush events (dinner, bars, just to hang out at the house) while you are on campus for orientation.
