Because these ranks are purely people's opinions, and opinions vary.

I'm not sure... Because I know some girls in aopi and they're not very into social climbing or rankings. I'm sure some girls are in every house... But still they seem like they're not into that.
I've heard they've been getting a bit better, so maybe some people see that and some don't.
