im rushing next semester and i was wondering would i find out what the block pairs are before then or do houses not propose until second semester? also, block is only the first semester, correct?

most houses would probably know by the time rush starts

you will probably get info on who is blocking with who during actual rush. So rush a couple houses and get some info :)

Don't pick a house based off of block it switches every year. you get a block partner for the year but it's mainly a fall thing.
