Quota is set by the number of women who attend prefs. It's basically the number of women who attend prefs divided by the number of chapters how participate in formal recruitment. (It can be tweaked, but that is basically it.)
All women who attend pref and maximize their options by listing all of their pref party chapters on their pref card are guaranteed a bid. If they don't match at any house on the first bid list, they will be matched to a house as a quota addition. They will get a bid somewhere. If you do not list all of your pref houses, then you are NOT guaranteed a bid.
Because of quota additions, different houses will take different numbers of girls, even if every house makes quota.
The number of girls going through doesn't matter at all from the PNMs' perspective because it's based on a fraction of the total, not a hard number.
