Why is Panhel ONLY posting PhiMu Cob?

The title is self explanatory, I’m not asking whose COBing, I don’t understand why Panhel is only boosting their rush

Most other houses are only doing by invitation. Our house is only inviting back select girls. You can find sign-up information on our Insta, but we're checking the names against our preference lists. It's not an open process.
