Who decides who gets dropped?

Who votes on who gets dropped from a house and who is kept? The girls my daughter talked to at her favorite house since day one loved her, and one even reached out afterward so disappointed and surprised she didn't see her at Pref. WTF??? When I was in college, the girls you actually talked to had more of a say. This process is ridiculous.
