Do houses reject ppl in Informal recruitment ?

I mean if this house is not getting enough new members, do they basically accept everyone( not super awkward ones) in cob?

Also, is there any difference between top tiers and bottom tiers besides looks and popularity?

Aside from looks and popularity, there is not much difference. If you join where you feel comfortable, any house you join will be fun and you will make great friends.
