Question about tiers

I was never into greek life before coming here and I’m thinking about rushing in the spring. This feels like a dumb question but what do tiers even mean and what makes a frat/srat top or bottom? Is it just by looks and parties?

Looks, parties, people they hang out with , reputation , etc. it’s pretty easy to tell just by the people in a house
