because dz drops too many girls along the way, assumes that enough girls who they like will rank them as number 1, and then this fails (too many of these girls choose elsewhere) so they have to scramble on bid day to find girls to meet quota.

Because it means so many people that they extended bids would rather be in no org than DZ and they still need to fill quota
