question

So can someone tell me how exactly recruitment works? I've read all about it and I know it says that it's a mutual selection process but everyone says that's not true because they pick you and you're basically hoping that they pick you. So if you go into recruitment and you really like a certain house after you visit them, are you allowed to tell them that you're interested??
