Of course they do. The RFM system require all sororities to invite a lot more PNMs to pref than anticipated quota. All PNMs are listed in order on the bid list. During bid matching, any PNM on their list below the quota cutoff may not receive a bid. It all depends on how many people above her ranked them first whether or not she will get a bid once the system gets to her name. So yes, while everyone is guaranteed a bid after pref if they maximized their options on their bid card, it is possible that you won't match to your first choice because you're not high enough on their list.
