new but bottom tier for how many years?

How many years can a new frat or sorority use the excuse of being "new" as the reason for being a bottom tier house?

I'd say 3 for a fraternity and 6 for a sorority

I've worked on extension. It takes almost a decade for a sorority at a top university to really establish their culture. Even then they will still be known as the new sorority.

Some achieve it in five if they can fill a niche such as top in grades, or recruits mostly from OOS (from Cali or other big states).
