I have never heard of houses giving out snap bids.
However, some houses do participate in COB. Anything outside of formal recruitment is considered COB (continuous open bidding), on this campus we just call it spring recruitment. COB happens during the spring, if the chapter is falling short of their quota.
That could happen for a number of reasons like people dropping from the house mid semester, or seniors that are graduating in December.
The houses that do COB is very circumstantial, so it's highly recommended to go through formal recruitment to guarantee a shot at the house that you want!
