better chance

Who has a better advantage, a good pnm who is a freshman or a average sophomore rushing that knows a few of the girls in the houses already?

Depends how well she knows them. Probably the sophomore though. Connections are everything in life.

But it also depends who the girls are that she knows. Some girls will have a way bigger say in who gets a bid than others.

Houses generally prefer freshman, and if it comes down to it a great freshman will get a bid over a sophomore with a few friends in the chapter. This isn't because they don't want you, but because the opinions of girls that don't actually talk to you during recruitment pretty much don't matter when it comes to getting a bid or not. If you only talk to your friends you'll have a much better chance but if you only talk to girls you don't already know you're on the same level as every other pnm and will be ranked as such.
