Why do the juniors and sophomores get more bids than the freshman?

They don't. It's based on how many girls go through the process. Sophomore/junior quota is separate from freshman quota. Each chapter is required to take girls to fill both quotas. Quota is determined by the number of girls who go through preference round divided by 8.
