Is SAE a top house here? Do they hang out with top sororities?

That depends on what you value in a sorority. SAE is known for hanging out with Kappa, which is largely Dallas girls and known for valuing money and who you're related to. If those are your values than that would be a top house for you. But not everyone is looking for those values in a sorority so that may or may not be your top house or someone else's top house
