Will the quota go up for each house because there’s not as many houses this year

Yes, of course. Quota is never a preset number, it is always based on how many pnm's sign MRABA cards after pref. The number of pnm's signing cards, divided by the number of sororities, = quota. So more pnm's divided by less houses means a higher quota.
